First off, are you a TPU Soldier or are you Active Duty? http://www.atrrs.army.mil has a course catalog. You can search by your MOS. Are you going to the Active Duty course or the Reserve phase one course? According to the school information, meals are provided seven days a week, so you would only get the $5.00 per day incidental. The course information also states that those flying HAVE to have a rental car. The on base bus system on Fort Lee, VA is only for AIT Soldiers. As a reclass, you are not considered an AIT Soldier.
Before you amend your authorization, make sure you contact your unit. Only AO/ROs are allowed to approve the changes. I also recommend that for any future training, you upload the school house information into your DTS authorization under the substantiating documents tab which is under the expense tab.

If you make the change yourself in DTS doesn't mean it's going to get approved when you come back to do the voucher. You first need to find out if the school has determined if a rental car and full per diem are necessary or not. If you are provided a room and access to a dfac, then your per diem is correct. If they have not specifically put in the description that a rental car is necessary, then it's up to your unit to approve it or not. I spent 6 weeks at ALC in Benning with no rental, 5.00 per diem.

Usually in the ATRRS catalog. Every course in the army is listed there and it usually lists information about the course, particularly for DTS info. If you've never checked there before, see your BN schools rep, they should be familiar with it. Frequently enough, the BN schools rep also does some DTS stuff as well (it's a crappy combination too).

SSG Duke Allen depends on if it is TDY and return, which if he is asking for a rental car, it probably is. Then it will be coming out of MTSA funds. MTSA does not pay for rental cars unless specifically stated in the course information on attrs

Something sounds wrong here- $5- won't cover a meal anywhere, much less 3, and why do you need a rental car- who said you had to drive around during school?

The five dollar incidental pay isn't for food. Its to cover things like razors, shaving cream, etc. According to the school house information, he is given a meal card and gets to eat for free at the DFAC. He is also provided a room in the barracks, so he wouldn't need a hotel.
