I recently divorced my wife of 20 years. She is entitled to TRICARE how does she get it?

How does she keep a military ID without me going with her to get a new one? How does my new wife get TRICARE? Do I keep both on DEERS? I live in the Philippines and my ex lives in Korea. I do not want to have to go there to go with her to get a new ID or process her TRICARE claims. What do I do? Does she need a Special Power of Attorney?

Anyone else have some input about how I ensure my ex has TRICARE and my new spouse is eligible as well? Please answer all of the questions if you can. Thank you
