I understand that soldiers must be counseled for having 9 missed MUTAs. Is this a fiscal year or annual yr or RYE date yr?

One of my fellow soldiers has 12 excused absences and was unexcused for his last drill making that 4 unexcused MUTAs.
Is this grounds to be penalized?
