I am wishing close proximity to both Minnesota and Wisconsin. Would I have to fill out new paperwork for each state should they find no vacancy in Wisconsin?

I have two major items on my contract that I am hoping are transferable. I signed for a DMOSQ EAB for $20 K as well as a two year stabilization agreement specific to the Arizona National Guard. Will either of these incentives go with me to the gaining state?

In the event I have to repay my bonus (I’ve already received the first installment, will they require it all to be paid at once or will I be able to slowly pay it over time?

There is no requirement to live in a state to be in their National Guard. You could look for a slot in any state you are willing to travel to.

I doubt the stabilization agreement will travel with you, but the Bonus will depend on who the funding it. If it is NGB, it might follow. If it is the State, it will stop. However, since you have already served part of the time, they will prorate the amount to consider that time. Yes, they will normally let you pay it back on a payment plan.
If you know the Area you are going to, I suggest either physically going or at least calling some of the local units and talk to them. If they have a slot that you can fill, they can contact their State's IST and make that happen.
