I would like to reenlist for Germany however I wouldn’t meet SSR to do so. Should I Reenlist or extend to meet this requirement?

I think you have some misconceptions about this process.

You're going to request through reenlistment to go to Germany, you must reenlist at least four years. The earliest you can report to Germany is two years since you arrived at your current unit. Your new ETS date must be 36 months past your report date to Germany. If you reenlisted today for an assignment with a report date two years from today (not actually possible) you'd reenlist five years.

If you just PCSed to your new duty assignment and have less than 24 months left then you should have just come from OCONUS. So you'll probably have to wait almost a year till you're able to reenlist for a movement assignment. Your best bet will be to extend for a year now and reenlist for an assignment next year. HRC generally will not put someone one assignment with a report date further than 16 months from now. By the time report dates of April 2022 come around it will be almost the end of this calendar year.
