if a soldier received word today right now saying they are being QMP'd and have 7 months from today to get out, can their PCM still drop a MEB packet for them???

Your PCM can do what ever he wants, it still goes to the chain of command for recommendation.

A civilian doctor can do nothing accept provide you with evidence for an appeal. You need to follow the appropriate appeal process. Thank you for your service.

It would be tight- a QMP means found wanting in the Army. a MED means you are injured beyond being able to do your job. The 1st question from higher, would be why if they were in such bad share wasn't a MEB requested before the QMP results.
