If a soldier receives BAH at the without dependent rate OCONUS and gets married, do they also receive BAH for their spouses location?

Generally speaking, yes.

However, I will throw a word of caution in there for anyone reading who thinks this sounds like an easy money hack. BAH fraud is the single most investigated crime overseas. If a Soldier enters into a contract marriage for the purpose of collecting BAH, or claims a BAH locality that their spouse does not reside in, that Soldier may end up in military jail.
