If a soldier recieves a Certificate of Achievement for something, can it be upgraded to an AAM?

I have a soldier that received a Certificate of Achievement for being Distinguished Honor Graduate at a school. Can I recommend him for AAM? You can recommend whatever you wish. It's up to the chain of command to act upon the info provided.

As I remember the rules, you can only receive one award for an action. My old unit had a default for those who came back on the commandant's list. Now that being said, if he were to be nudged into sharing his experience with his fellow troops and that led any of them to earn their promotable status or go on to earn commandant's, then that is a great opportunity to recommend him for what you feel he deserves. Good luck either way.

I believe "mentored X (number) of Soldiers attending Y (name) school, resulting in X selected as DHG/HG/Commandant's list," would be a great bullet for a PCS award and/or NCOER.
DHG otherwise doesn't warrant it IMHO.

SSG(P) (Join to see) I think the final say over his recognition falls to the school and is fairly structured and probably justified, but like I said if you feel he deserves more provide him some guidance to prove what he has learned and who he has become. Provide the motivation and direction and if he is as hot stuff as you believe, he already has the purpose. He'll earn an AAM or more in short order. Just my two cents.

SSG(P) (Join to see) this isn't the same as an upgrade, or downgrade, of an award in the process pending approval. Not a comparable action, as the COA means it didn't meet the requirements for an award.

An Army Achievement can be awarded as an impact award my friend SSG(P) (Join to see). I was awarded the AAM twice as an impact award.

You can recommend anything you want, however the Soldier was recognized already by the Chain of Command with the COA and that covers the achievement. Look in AR 600-8-22, para 1-19 that discusses not duplicating recommendations based on the same action, para 10-7 discusses COAs.
You can get on the open door and discuss this with your 1SG. Probably wont get this Soldier an AAM but may get follow on Troops one.

The schoolhouse gave the COA. That's why unit says they can't give anything for it, but you could honestly just through the COA out.

If the NCOES Commandant has determined that a COA is the level of recognition for DHG then that is the level of recognition. When I got DHG for ANCOC I received a certificate of Achievement, an Excellence rating in competency on my NCOER, a savings bond from AUSA, coins from the Libby NCO Academy Commandant, my Brigade and Battalion CSMs. A pretty good haul in my opinion.
Throwing the COA out ,and generating an AAM as if the Soldier wasn't recognized would be an integrity issue, and is the stuff relief for causes and negative NCOER comments are made of.
You can capture the achievement on the NCOER as a strong quantifying comment for excellence in competency. This accomplishment should also have been captured on the Soldiers 1059. You can also pursue coins from the NCO support channel.

No, it would have to be for a separate action that warrants an award. Someone striving to be a SSG would and should know this.

You can't upgrade it. You can write a separate award. The rub would be if you tried using the same bullets from the COA for the AAM.

No, just put him in for an AAM for anything. I've seen them hand them out for PT test, showing up in formation. It's a BS award.
