If I updated my weapons card and APFT score on the eighth of this month will my points be effective for the upcoming point cutoff list?

The "snapshot " is taken on the 8th. That means your S1 needs to do your records update on or before the 6th(at the very latest) to give the record systems time to update one another. If your ERB and PPW aren't accurate on the 8th, then your outta luck because that's what is pulled for promotion.
