Grade waivers aren’t granted by your chain of command, they are granted by the MOS proponent. Your chain of command has no authority over MOS requirements and no authority to waive them.
As for 15R the reason you cannot reclass into it is that the MOS is over strength at your grade level.

These are two separate issues. First you must meet the qualifications to reclass. Second the request must meet MOS strengths. No waiver can bypass the fact that you cannot reclass into an over strength MOS

SPC(P) (Join to see) - Just one question though if my chain of command has no authority over my grade waiver then why would my Battalion commander have to sign off on my grade wavier that was already approved.

SPC(P) (Join to see) that wasn’t your grade waiver. Your grade waiver is a memo that comes from the MOS proponent that says your the grade requirement is waived. What your BC signed is your grade waiver request. He was endorsing your request. If your BC isn’t willing to endorse your request it tells the MOS proponent that you are not deserving of a waiver

Oh alright I get it. Retention is confusing, I think when I hit E-5 I will drop a recruiting packet so I can learn and understand it better.

SPC(P) (Join to see) lol recruiting and retention are worlds of difference apart. But, if you decide you would ever like to become a Career Counselor, once you become a SGT you can become a Company Retention NCO and help others who have these same questions as you. Your Career Counselor will evaluate you, and if you do well, recommend you to attend the Career Counselor course and become one of us. Good luck!

I wouldn’t be a 15R, I’d strive to get 15U you’ll enjoy all the perks of learning Army Aviation maintenance plus flying

I was already granted the grade waiver but then the milper changed because
COVID-19. Retention told me that even though I was granted a waiver to relcass to 15R if the milper change and there was no contract signed I would have to wait until the milper changed again.
