My advice would be have that person convert to Judaism. That way they could properly celebrate Passover the next time they are “passed over.”

You have to be more specific. There are 4 different branches, several components, and officer, warrant, and enlisted. That's about 20 different possibilities.
What branch? Component (Active, reserves, guard)? Rank?

SFC (Join to see) - SFC, here is what I have personally seen this E6 do: every school and extra training opportunity; every extra training exercise (Arny Best Warrior as a presenter), (Army Field Medical Badge), etc. They have above standard ratings every year. Higher-ups sing their praises. So you tell me, what else could be causing this to happen for three years in a row? And back to my original question: is there a chance for them to finally attain E7 with less than four years to 20?

Rebecca Harding and bachelor degree? I would tell them to look at the AARs for their MOS. For medics the key factors are 270 APFT continuously, height & weight, degree, broadening or demanding assessment, and variety (MTOE, TRADOC, MEDDAC etc).
There's still plenty of time.
