If those who are selected on the FY19 SFC Board don't pin before the new quarterly boards are implemented, will they have to compete again?

Looking for some insight - If those who were selected on the FY19 SFC Board do not pin before the new quarterly centralized boards are implemented, will they be competing again for promotion? For example: no one in my MOS selected for SFC during the FY19 SFC Board has pinned (small list, 19 names). Trying to determine whether HRC will promote the entirety of the lists or whether we will reboard next year. Can't find any info on this.
