If you are reitring should your rank, if you were liked, have anything to do with your award you recieve?

To some degree, yes. An E-6 who had a run of the mill E-6 career should not get the same award as an O-6 or even E-9 would receive for having a normal career for their rank. Same thing with and EOT. I would not expect to get the same award level as an O-5, well, to be honest, I would never EXPECT to receive an award.
If someone does something extraordinary in their career then that should increase the EOC award.

I agree with the LT, in most cases the higher the rank obtained and also years of service should influence the level of of award granted. As for myself I had a non traditional assignment position my last 6 years of my career, that being as an E-7, holding an O-5 level slot. Upon my retirement with plus 25 years service being an E-7 I was put in for a Legion of Merit (LOM)award by my command, which was down graded to a my fourth award of the Meritorious Service (MSM 4th) award. I firmly believe had I been an O-5 I would have been awarded the Legion of Merit!
