It depends on the circumstances.

If the luncheon was for someone (other than me) as the guest of honor/focal point, or there were any sort of time sensitiveness, I would either eat the steak, or put it to the side. Essentially, I don't want to detract from the purpose of the event. I'll eat later.

If it's just LUNCH, they can damn well fix my order.

Though, in reality, I would never order a rare steak, so I would tend to have the opposite problem.

I would send it back because it was not prepared the way I ordered it but not cause a big scene about it.

Take a bite, if I don't like it, send it back. I've had some steaks come back "over-cooked" but they tasted fantastic.  You never know.
