Improving DOD procurement system?

Apparently there is going to be a push from Congress to update and improve the DOD's procurement system in an attempt to limit waste and increase accountability. So I ask you Rallypoint, is this even possible? How would you go about it?

Me? I would get more input from the guys and gals who will actually be using the equipment and see if it's necessary, something they would want, and the like rather than relying on Generals approaching retirement getting job offers if they can get the program started.
