In ASK under "Tour", what does it mean when an assignment available for Hawaii says "Travel not authorized - 31 to 140 days delay"?

Okay maybe people aren't tracking (I know I'm not). However I want to try and help but what exactly are you referring to? I have an idea but I don't want to risk giving you bad information.

Sorry, the question made slightly more sense before RP reworded it. Anyways, I'm on ASK looking to volunteer for an assignment. I selected it and it gives you all the info... Duty station, report date, rank, and then it says "Tour: Travel not authorized - 31 to 140 days delay"

SSG (Join to see) - Travel not authorized means that they won't pay for you to move or reimburse you for temporary quarters. the 31 to 140 day delay generally means that the project is waiting for funding to be released.
