In order to get a class seat for a reclass, does it have to be 90 days out from today's date or is there an ETP?

I'm attempting to reclass and there have been 0 class seats for the MOS (15C). A seat popped up during block leave and its for March, but I was told the class is too soon for me to get that seat. I've received different information from different people. Is it mandatory that the class seat be 90 days from the current date or is there an exception. 2 months seems like plenty of time but I know the Army is very circumstantial.

The policy is 90 days. There's is an exception but that exception has been suspended because of COVID. 60 days sounds like a lot of time because you think you just have to hop on a plane and show up to class. 60 days is plenty of time for you to go to training like ALC. 60 days is not enough time to be placed on assignment, have that assignment cap cycle, go through the levy process, get your orders, process a request for a manual DD1610 for TDY, clear your unit and arrive two weeks prior to training for ROM. 90 days is barely enough time
