In regard to a Soldier's Medal recommendation. How might I stir the pot?

This was back in 2017, and I submitted a soldier of mine for the Soldiers Medal. He stopped a deadly knife attack, directed others to render aid and call 911 while he detained the suspect. Supporting documentation includes statements from the Property Manager, an Active Duty USMC Captain, and the prosecuting DA upon conviction of the offender.
I pushed it up multiple times and it simply hit a dead end in my chain of command. I was a 1LT at the time, and didn't want to rock the boat.
I of course still have the entire packet and supporting documents.
Is it too late?
Should I just mail hard copies to:
1) The office of the chief of the USAR
2) The SEC of the Army
3) The SEC of War
4) The congressman of the district the event occurred?
Or since it's been this long, should I wait until the MAJ board results are announced :-) My soldier is no longer in the Army.

When you say "dead end", do you mean it was repeatedly kicked back, or just stalled?
And at what level?
You will need evidence of the stall or repeated kickbacks, and a good explanation of why no action was taken between 2019 (the 2 year limit) and now.
And you will still need all signatures on the 638, and you will need to go through a member of Congress to HRC.
If you do it now, it will have no impact on the 2-3 minutes that members of the board look at your packet for Major, they barely have enough time to score your record brief and OERs.

I seem to remember that for medals that happened long ago, the Congress critter is the way to go. He/she, not pervert kind, gets a bill passed through the Congress authorizing the award and the Sec of War, or Sec of Navy, depending on service, takes it from there
