Who should I contact since IPP-SA has made a mess on my record?

So I went to my REASSIGNMENT office, and they said that I still don’t have my orders because on IPP-SA, it still says PCA(permanent change of assignment) instead of PCS(permanent change of station). I already went to my retention twice but it seems it is not helping at all. Should I just contact my branch manager? Or who should I contact?

Per the IPPS-A website* - "PCA versus PCS Assignments - Soldiers who came down on CAP Cycle or officers who received RFOs prior to/during brownout require legacy orders published by the MPDs. HRC is loading a PCA assignment for these Soldiers. This PCA assignment routes to the losing S1 Pool. There has been concern that S1s are approving PCS orders. If the assignment is loaded as a PCA, it is a non-funded order and the legacy paper order is the source document. The order published by IPPS-A should be ignored. HRC continues to publish guidance regarding frustrated assignments. Please see the latest guidance on S1Net*."
Bottom line: You may be one of these Soldiers, in which case your MPD will need to cut a legacy order for you.
However, if you are in fact PCSing and there isn't a legacy order saying so from your MPD, then per the general IPPS-A guidance you should contact the Quartermaster Branch of the Enlisted Personnel Management Directorate at HRC* - Specifically Mr. Gamble is the PVT-SPC Assignment Manager for 92Gs ( [login to see] ) - Make sure you include your full name and MOS in the subject line.
