Is a SPC/E-4 considered an NCO? I have received two different answers. Can anyone clarify?

SPC E-4 is not a NCO. CPL E-4 is. CPL's are laterally appointed based on duty position. For an E-4 to be considered an NCO in the US Army they must be CPL. AR 600-200

This is like the worst promotion non-promotion. My command did it once to push a guy into going to the board to make E-5. I was in an aviation unit and it seems most specialist were in charge of maintenance their squad was overseeing. The E-5s mostly sat in the office.

SPC John Drummey I agree that the SPC is one of the hardest working ranks in the Army. Easily pushed into leadership, considered the expert responsible for educating the young privates (Coach, Teach, Mentor), and still getting dirty with them when there is work to be done. I'll make sure to say, Thank your for what you do.

SFC Joseph Weber, I'd much rather have been a Full Bird Private (FBP); than a Specialist Four. More fun that way.

SPC Tony Tarone - One of my favorite moves was to string out and everyone salute some LT separately. Sir, Sir, Sir. Make the poor LT salute every member of the mafia individually, as was our due!!

If they are in the Army, Spc can serve as team leaders how ever corporals are considered NCO's. And second note E-4 is a pay grade not a proper rank.
