Is ALMS/ATRRS only accessible from government computers?

Is ALMS/ATRRS still no longer accessible on home computers? I saw a similar article on here from roughly a year ago saying it is not, or it is only accessible through VPN. I am having trouble accessing either website to do correspondence courses or register for them.

ALMS, I believe you can still get to from a personal computer. ATRRS can only be accessed by a government computer
