It all depends on where the dysfunction is taking place? Not seeing it in the military? The fact that the President does not have a straategy, is not dysfunction, it is poor leadership. There is a difference.

SGM (Join to see), the author makes a good argument that political dysfunction is a great threat to national security, and I believe it. I think it's a little unfair to include the Pentagon in the mix ("the Pentagon is not leaving enough troops to protect Afghanistan"), because the Pentagon is following orders, but I do believe the overall argument is valid.
If the Congress and the President can't get along or compromise, that can easily become a national security concern.

No SGM (Join to see), Barak Obama is the greatest threat to US National Security since Julius Rosenberg.

Another great article from the Washington Post. This puts the blame right square where it belongs... with the Obama administration.
These quotes from the article below hit the nail right on the head.
"His singular ability to offend and ignore friends and foes alike has proved to be his undoing."
"the image of a president doing too little, too late and too ineffectively remains."

Obama rebuffed at home and overwhelmed abroad.

True, our country's political system is deeply flawed but i fear the people that steal secrets and then take them to the highest bidder more. We haven't done a great job in preventing that from happening.
