Is an OER a requirement for promotion from 2LT to 1LT?

All of the PL time was prior to BOLC which is why it is unrated time.

2LT (Join to see) you still have to get an OER with whatever codes for that unrated time. Get with your rater chain and discuss the issue after getting to l ow AR 623-3. Remember, they are required (non negotiable) to counsel you in a quarterly basis.

MAJ Javier Rivera - Anything prior to completion of BOLC is unrated time. In the Guard and Reserves that could be 3 to 12 months. BOLC is also unrated (on the OER it is unrated code S, because that time is rated on an AER). The rating chain should wrap up an OER as soon as they have 120 days past BOLC, with the pre-BOLC and BOLC time unrated codes, and the last 120 days rated. 120 is the minimum for the reserve components, like 90 days for active.

That I know SGM Jeff Mccloud . But from the original post -and I could be wrong - 2LT (Join to see) has absolutely nothing: no AER nor ORB to account for all that time.

The answer is they're lazy and don't want to do one. Ask your Officer's branch at state HQ what needs to happen. They will set you in the right direction. Once they confirm you need a yearly OER, have them email that and take it to your commander/rater (whichever) and move forward. Make sure you have your OER support form completed so you have your part done. Good luck.

When I brought it up to the BN S1, I was told I will receive one a year after completion of BOLC or one after I get a new commander. He did mention that it would be coded to include the unrated time though.

I'm not a 42A but that doesn't seem right. It sounds like someone humped the bunk and didn't do your OER and now they just want to kick the can down the road instead of fixing the problem. From my understanding of AR 623-3, you still should have gotten an OER and your "unrated time" should have been coded as such. I attended phase II ILE for 8 months in lieu of drill and still got an OER. When I was enlisted, I attended a 12 month 14T school in lieu of drill and still got an NCOER. Sounds to me like someone just doesn't want to do their job.

MSG, I’ve done quite a bit of research on this and can’t seem to find an answer. There’s 2 or 3 different regulations that I’ve checked and I’ve also gotten different answers from others I’ve asked in my organization as well as outside my organization. That being said, that is the reason I’ve posted a question in a forum. It is a resource that I’m utilizing in order to get some more ideas on where to find an answer.

Ok it sounds like you are doing what you can
So try this There has to be a rating chain So find out who is supposed to do this
Write and OER and support form on yourself
You can find it on line
If you are having more problems contact you state HRC and ask if you are doing this correctly Don’t indicate this for you or the fact you would have to wait another year

In his defense, the NG can be confusing and for someone not there everyday like the AC, it can be hard to find the right people with the right answer willing to help you. Many of our reserve/NG officers receive sometimes as little of the formal military training as the AC but are expected to perform at the same level.
