Is anyone aware of being able to wear The President’s Volunteer Service Award in mess dress for a ball?

While most people have probably never seen one wear it, it should be worn no different than the Audie Murphy Medal

1SG (Join to see) - The only restrictions you have on wearing US non-DoD awards is that they cannot duplicate recognition for service or an act which a military decoration has already been given (for instance, if you were given a Military Outstanding Volunteer Service Medal for the volunteer work that the PVSA was given for) and you can't wear awards that are 'inferior' to the Federal Government (i.e., non-Federal-level awards, except for state awards if you're in a title 32 status).
