On the coldest day of the year currently -7 with a wind chill of -20 hell has frozen over giving way for the publication of scroll L03-17. I have enjoyed this journey with all of you I look forward to seeing you all again in a group as we travel this journey again.

As I lay my head down to sleep last night and my mind slipt away into the abyss of R.E.M I found myself in a grassy field with a knoll in the middle. As the sun began to rise from behind the knoll a figure emerged from this heavenly light riding a gallant stead. I didn't know him but he seemed all to familiar in the recesses of my soul. As he rode by I glanced up. He merely paused, and glanced down at me. Those eyes said to me "Not Yet, Butters" As I awoke I felt under my pillow and found a square piece cloth with OCP and a black rectangle on it. I now knew the rider was the FedReq Fairy. As I clutched the rank in my hands and cried out from the inner reaches of my soul I thought, " I cant believe it's not butter" Then I looked up and cursed the FedReq Fairy and the ethereal gods who sent him.

I just talked to the J1 Rep who submits FED REQ to NGB we were pending publishing. However on 28 AUG it was kicked back from SecDef to have errors fixed and will be resubmitted back to SedDef. I was given an estimate of an additional 30 to 60 Days this can only be seen in DPRO.

Is there anyone with a POC that can check where the scroll actually is at this moment? or why it is taking so long to be pushed pass the SEC DEF (should only have been there a week per the fed rec flow chart)?

Unfortunately he is only a CPT scrolling for MAJ and he doesn't actually work in the department. So I don,t think he has that much pull on that front.

Jeremiah, I did the same thing. However, when you click on "Documents" on the left side of the window, you should see all of the documents that were input into iPerms. Filter the date column by "Input" rather than "Effective" and the Orders Pub should appear at the top. Hope that works for you

Back pay should be in your mypay. It’s not as much as I calculated it to be for two years of missing rank though :-/ I wonder if they’ll be two separate statements?

For those of you who are not S1Net members, I would highly recommend to join. S1NET on milBook, is a community of professionals sharing HR knowledge Army-wide & world-wide, across all components through conversation in context of current operations. One of those topics was "Why does NGB take so long in processing their promotion scrolls?"

For O-grades, HQDA accepts six promotion scrolls submissions from NGB per quarter equating to two per month. Of those six, only one can be a junior grade (2LT to 1LT promotion). While promotions are a function of the state, promotions are not effective until federal recognition has been extended per 10 USC 14308(f). However, your promotion to 1LT is automatic per 32 USC 310. What this means is that even though there is a delay in the publishing of the federal recognition orders for your promotion to 1LT, the effective date is backdated to the date on your NGB Form 78. Considering these facts, pay and "maximum years of service in grade" are not affected by this delay. It is important to remember that your state promotion orders merely starts the process for promotion, but your promotion must be approved by the Secretary of Defense since you are a commissioned officer, and grade changes of commissioned officers can only be granted by the president, which has been delegated to the SecDef and cannot be further delegated. In addition, promotions to 1LT & CW2 are the only promotions backdated to the state orders/NGB Form 78 as this is specifically mandated by law, 32 USC 310.
