With the strength of the military being so low, would it not behoove the Army to reasses GOMARS?

The strength of the military isn't low, it is exactly what it's supposed to be. The Army has no issue retaining its senior enlisted.

A GOMOR won't stop a Soldier from reaching retirement, but it can prevent them from reaching senior enlisted ranks. The Army doesn't have any trouble filling it senior enlisted ranks, otherwise everyone would be promoted at their first look

The strength of the military has been low for years. They are having problems finding eligible recruits as it is. They downsized many years ago early 90s and never recovered. Squads became smaller, in my opinion some has to do with how potential recruits see veterans bei g treated by the VA. Not to mention the entitled generation we have.

I got a GOMOR my first year in the Army, during the early 90s draw down, and made E7 in 8 years, for E1-E4, it is not a career death sentence.

I think it depends on the reason/severity for getting one. I know a CPT that received one as a SSG. Still managed to pick up SFC and then get commissioned.

I honestly think the Army needs to dish out MORE UCMJ and NJP. So much crap is swept under the rug. We have barely anyone on extra duty that I've seen, so now the endless mundane taskings can't be pawned off on the extra duty and instead gets in the way of actually training.
I feel that the Officers don't want to be seen as having Soldiers "out of control", which would be viewed by pushing a bunch of paperwork to higher about "problem children".
Small picture - I won't get ACOM on my OER if I show I have a screw up
Big picture - it punishes the crap Soldiers and allows the good ones to progress and actually train, utilizing the program in place for just that purpose, thereby making the entire unit better which makes the Officer look better.

Far too often we see the proper way ignored and some other thing used.
Fat soldier - do PT twice a day and we'll illegally flag you but not send you to the dietitian and do monthly weigh ins
Soldier Fs up bad - we'll just make 2 NCOs constantly watch him and interrupt their ability to train the other Soldiers instead of just giving the GOMOR/Art 15/what have you and taking their pay.

SGT Robert Johnson ill never forget the look on my COs face when I told him what HE personally was required to do for it. Wish it was priceless but actually it was disappointing.

I recall as " old school" NCO AND TAKING CARE of my soldiers before I was an NCO. Many soldiers have not stepped out of their zipcodes let alone be a soldier. So if I was able to retrain and provide mentoring and counseling I figured that was better than making their careers a mess unless it was continuous uncorrected behavior. That's just me, I see allot of, I don't want to do my job as an NCO and just give me good guys to play Army.

SFC (Retired) Efrain Hernandez - That's the problem though. Everyone just wants to do that. Not enough are recommending punishment, so there is no fear of punishment. "Oh another 4856....whatever" then the Soldier PCS' and it starts again. It's also the job of the NCO to recommend punishments (as well as awards) for Soldiers.
