Is getting into the AGR Reserves difficult?

If you have an MOS like 42A it isn't too difficult. You have to do a packet and a board will either approve you or disapprove you. HRC my portal has the packet and all information. I'm not sure if you can do it while in IRR or if you have to join USAR. A retention NCO would be able to give you more information.
