Is it okay to have Ribbons on your ERB, but without a memo?

Let’s hypothetically say that you are entitled to 2ribbons for deploying for 9 months. You come back, and go to s1, they look at your orders and erb and give 2 ribbons on your erb. 1 of them is a OSR. So is it ok if it is on there without the memo? You qualify for it, have yours orders looked over and have your deployment time reflected. So would an OSR on the erb be ok or no because their needs to be a memo?

Not every award requires substantiating documents. The Army Service Ribbon has no paperwork. Campaign medals have no award paperwork. The overseas ribbon is verified through assignment history, there's no 638 or certificate. National Defense, no paperwork...
All of these are verified through other means, such as deployment history, assignment history, rosters, etc..

I've never even heard of a memo for that. If you qualify it goes on your ERB.

Pretty sure you are safe without a memo for an OSR. I have five OSR's, no memos and still got picked up for SFC. It's safe to say it is the equivelant to having GCM's with no memos. Nobody has memos for GCM's.

I had orders for every GCM, and had to have one set amended because it improperly identified which award it was.
Medals = orders.
Ribbons = ?
