Is it possible for a PV2 or PFC to become a Ranger, or is it only for SPC and above?

I actually have a PFC I'm in charge of who just graduated Ranger School, he works hard everyday and is a model Soldier often times he inspires me to lead better.
Set your soldier up for success, make sure he is physically and mentally ready for it, I have multiple soldiers who are going to try for their Ranger Tabs, now So I'm helping them attain that 300 APFT, and making sure they graduate our PRC program.

If your PFC has at least 12 months TIS and is otherwise qualified, you can have him promoted to SPC with the effective date being the day he graduated. You’d need a 4187 for advanced promotion, his graduation certificate and orders, and the attached page of AR 600-8-19.

If you are looking to go to the 75th, you need to have an MOS that will transfer and meet all the qualification to get into RASP. http://www.benning.army.mil/tenant/75thRanger/Recruiting.html
The United States Army | Fort Benning | 75th Ranger Regiment | Join the 75th Ranger Regiment
The 75th Ranger Regiment is currently experiencing a period of unprecedented growth in size, capability, and increased employment as the Special Operations force of choice. Due to this growth, positions in most MOS's have increased. The 75th Ranger Regiment is continuously looking for energetic and highly motivated individuals to fill its ranks.

The Airborne Ranger Training Brigade website will be a good starting point for getting information. Good luck to him!
