Is it possible for a soldier to reenlist specifically to work for the Defense Logistics Agency at Fort Belvoir?

Only if there is a slot. check FMSWeb for a TDA authorization or a JMD slot. My experience with DLA is that there are senior NCOs, Warrants and Officers on joint tours to DLA. An E4 slot, no way. An E5 highly unlikely. Check and see. Your counselor can see what slots.

Thank you for the insight sir. As for DLA being in multiple locations I'm aware. I specifically mention Fort Belvoir because of the different federal agencies there I've read about to potentially network with. It seems to be a unique place to be sir.

No. You may request a duty location not a unit. If your request is granted you will be locked in for a specific unit. You may request Belvoir and if there's an opening you'll find out what unit it is before you reenlist. If you back out after finding out the unit, you lose that reenlistment option eg you cannot request a CONUS duty station of choice again.
Probably won't find a spot at Belvoir. Your MOS is more utilized where there is equipment. You won't be working with any Direct Reporting Agencies like DLA at your rank either. Those are mostly filled by NCOs, and almost always Senior NCOs. The closest I got was putting a SSG 92Y into an Army Material Command spot in Belvoir
