Is it possible for an HRC technician to know if a unit has removed a slot/position from its UMR?

Background: In Jan 2015 I applied for AGR through HRC's website and in May I received an offer for a position. I was initially suppose to report to the unit in August, but throughout the summer and now fall, I've had set backs getting my medical completed; now I'm waiting on dental and PHA before HRC can publish orders. My civilian case manager sometimes acts like she doesn't know the availability of the slot.

Question: She can not tell me if the supposed unit that I'm going to if the slot was filled, removed, or is still vacant. How can that be?
