I am currently on a profile level of MRC 3 after having knee reconstruction surgery which has a recovery time of anywhere between 6 - 12 months. I just received an emailing stating that I am coming down on orders to Korea with a report date on August 2020. I could potentially still be in the recovery process. My retention NCO says that I shouldn’t have even come down on orders having an MRC 3 code.

Happens all the time as you discovered. Chances are that your temporary profile doesn't extend out far enough, or that with your report date so far out, it's a non issue. If you are still in recovery when your report date is closer, you will have to defer the orders.

It is possible. The Commander has to determine deployability in regards to medical readiness. AR 40-502, Section 1-6. However, in AR 40-502, section 2-4, it states: MRC 3: Soldiers in MRC 3 are not medically ready and will default to non-deployable. Soldiers in MRC 3 will be described by one or more of seven DL codes described below and in table 2–1

So, perhaps your MRC 3 status wasn't fully updated in the system when your name was added to the deployment roster. But, that's just a guess on my part.
