You are right, however that is no excuse. Those with the privilege to enforce the law and carry a firearm are held to a higher standard. When a firearm is used it is used in response to an armed suspect (not possibly armed - but armed), a direct threat to life (not threat to safety or well being), or most simply when meaning to kill..

Verbal commands, batons, close quarters combat, pepper spray and tasers are all at a police officer's disposal - often times there is more than one police officer present as well. Having family in law enforcement and possibly joining one day myself, I understand the risks they face, the statistics, and how fast a suspect can go from a compliant non-threat, to an aggressive threat with a gun in your face.. However, our law enforcement personnel cannot be so jumpy as to have their finger on the trigger at every little instance.. It just cannot happen that way.

Because of the media, police officers are already a target and not trusted nor respected the way they once were. We are at a point now where police officers and their families are targets on and off duty. This perception that they are mindless killers, who get away with murder, who only have to offer an apology before going on a paid vacation needs to change. 99% of the time, our police officers do the right thing, however its the 1% that make a mistake or blatantly make the wrong decision that ruin the whole bunch (because the media gets ahold of it).

However what I will say is that there needs to be some serious retraining about civil rights, especially in the case of motor vehicles and traffic, as well as proper handling and use of a firearm.

You've got the BLUE STAR by your name now, Martin, Why don't you take your extensive knowledge and apply for the job of Omnipotent Being. Then you can make all the changes you think are necessary. Have at it. BTW, if you're going to talk about civilian police, don't use a military Force Continuum. Most civilian agencies have SIX steps.

revamp? you take every law enforcement agency in the U.S. and lump them into one? and you have no idea of the training and in service of all the agencies through out the U.S. Lets not start any federally mandated law enforcement system and let the local communities dictate their standards. TWO only two counting this last in Tulsa has determined that the level of force used was unjustified

I am curious to know what defines "uncooperative" and "non-compliant"? If an officer asks probing questions not related to the reason for the traffic stop (in attempt to gather information for reasonable suspicion and probable cause), and the person refuses to answer them, are they being uncooperative and non-compliant, or exercising their constitutional rights? Too many simple stops get escalated when both parties (officer and citizen) become agitated by each other's behavior. The citizen gets upset because they feel they are being unnecessarily harassed, and the officer gets angry because their authority is challenged and the person refuses to submit to them.
