Is it true ALC for 68W is back logged for 18 to 24 months due to it being proctored?

Don't you just love how the Army stresses to move up or out in conjunction with the STEP policy............yet make it very difficult to get the training needed to promote.

STEP is good and fine...IF they had the resources to support it, which they clearly don't. Way to bust moral at a time that soldier's careers are at a critical point. (At least my unit.) They should have waited to have necessary resources available prior to implementation.
