Why are you asking on this site instead of the contracting officer? Who is this work order from? Does this make sense to you? Have you ever paid for an ID card before?

Are you sure it said ID. Normally, when they reference ID’s they are talking about the CAC which is only issued to Contractors that access Government computers as part of their job or who contract requires them in access multiple installations. Normally, the type of work you do will require a local access pass. Take you work order along with your valid ID to the visitor center and they can issue the pass. Be aware that some state driver’s licenses no longer qualify as a valid ID so if you have a passport, take that.

Sounds like a scam to me. If DoD requires you to have a specific ID card, DoD issues you that ID card.
