Just a rumor I’ve been hearing in my battalion that it no longer exists, the badge has been banned by the DoD, due to minors being charged or something? If anyone has any more information that would be helpful. I can’t find news articles anywhere about it. Thanks.

I think that someone has been jerking your leg about it being banned in the way that you describe.

As of the Nov 18, 2019 update of appendix D of AR 600-8-22, the "Norwegian Foot-March Skill Insignia (also known as the Road March Badge) Norwegian" was still listed as an authorized foreign badge for wear on US Army dress uniforms.
Personally, I tend to take rumors with a grain of salt, especially ones that don't really make any sense - "due to minors being charged" (wtf does that even mean?). I would err on the side of this just being rumors until you see a black and white change in the regulation. That's not to say that the one specific event won't get cancelled or have the badges revoked from one event due to something shady, but I doubt they would ban the whole award DoD-wide.
