I have noticed the start date show Jan. 1st but doesn't show what year? As well as specific guidelines if you do not have all PME? Can anybody point me in the right direction and what year it went to effective.

SSG (Join to see) FY15 is already over as of 1 OCT 15, per this memo https://www.hrc.army.mil/Site/Assets/Directorate/tagd/STEP_Army_Directive_2015-13_Requirements_for_NCO_Promotions.pdf STEP starts January 2016. FY's run from 1 OCT to 30 SEP of the next year 1OCT14-30SEP15 was FY15)
