Is the recently announced Operation Inherent Resolve Ribbon a real thing?

I read in the Navy Times that there is going to be a new ribbon/medal for those who served during Operation Inherent Resolve from all branches. There was a listing of qualifications (of course) but is this a real thing or is scuttlebutt?

I assumed so but I wasn't too sure. I heard about it through a shipmate so. What I'm trying to figure out is if I would qualify for it? Went on deployment last year in the Gulf in support of OIR; while I didn't go the entire deployment, I did spend time in the Gulf (possibly 15-30 days).

PO1 (Join to see) - Must be 30 consecutive days or 60 non-consecutive, same as the GWOT-E. You can only be awarded one or the other (GWOT-E or OIR-C). The requirements are the same for both.
