Is there a regulation that covers how far can you get in trouble for a past problem?

I am not sure how to ask the question but I will try to give more detail
If someone commits a UCMJ offence and it's been 1 week after can that solider still be charged. Nonthing serious but just a Field grade.

Yes, think of the folks who get busted on the urinalysis or the troops who recently got into hot water over having their photo taken with KIA enemy for example. Depends on the infraction and if the command pursues the issue.
For your own good don't discuss particulars beyond what you've already asked on open forums, instead go see a JAG rep for more details.

Just a Field Grade? You think a Field Grade is not serious? Yes you still can be charged after a week. Sometimes it takes time to gather the facts. You may want to go to JAG and bone up on UCMJ. Hell, a company grade is bad enough. A Field Grade? Oh hell no! You need to go to JAG.

Oddly enough I got a field grade in 1992. But what I did afterward made a difference.

I went to jag after a bullshit company grade got pulled up to field grade because the BN Co wanted to keep his career shined. JAG was more or less useless. Find a civilian lawyer who can represent you in a military court. There are law firms specifically designed for this.
