I am an e-4 with 7 years TiS, trying to get into NG recruiting. One of the requirements is BLC is complete. My state has a very limited number and the back log is insane. Does anyone know if this is waiveable to get hired, and when a BLC slot opens I can go then go to Recruiting school?

There is a waiver. In my experience, that is reserved for a SPC recruiting on GDOS who demonstrates value in bringing onto AGR with a BLC waiver.
One thing to keep in mind about waivers in general, they don't exist simply because a Soldier would need one, they exist because the Army needs someone who demonstrates value added, who would require a waiver of some type.
Your state has 118 quotas for BLC this year FY21, 105 are filled. 28 were already cancelled and filled with someone else. Your state also has 69 E5s who still require BLC to retain rank, and I'm guessing about 20 or so STEP promotion offers who require a reservation.
Those are the top 2 priorities. The next priority would be those E4s on a current E5 promotion list but not yet offered a promotion.
If you are on a current promotion list, you have a pretty good chance of asking for and getting a BLC reservation for FY22, and that waiver would be pretty easy to get with a BLC reservation.

The best source for an answer to the is the AGRR (guard recruiting and retention) office in your state.

SPC (Join to see) - Deployed, your unit should have a recruiter/retention NCO with them, that serves as an AGR Recruiter or Retention Officer when not deployed. They wil have all the contacts information including who the Chief of your state's AGRR is.

I recommend transferring to the Army Reserve, going to BLC, then putting in a packet for AGR recruiting. Sates are limited in slots and SGM MCCLOUD broke it down for you.
