AR 600-20 Army Command Policy para 2-18 and basically chapter 4. They can check your room and barracks conditions at what ever time they deem fit to maintain good order and discipline in the unit. Your NCOs are accountable to your Commander.

Roger thank you sir. Only reason I was asking is my nco checkedmy room lastnight at 0000 when I had to be up in a few hours to report to duty

PFC (Join to see) - without any context, I really can't give you any advice. The best I can tell you is to ask your NCO if he has concerns about your performance and discipline. Be prepared to hear things you don't like.

I've had health and welfare between 0000 and 0130 several times. They've even been known to bring drug dogs through.

Act like the answer is no and assume they can check anytime.

Not that I was ever aware of, but common sense should be shown. If their loud music, fire alarms, complaints, etc- the NCO should be banging on your door regardless of the time.
