For AD & AGR promotions, is there any policy or regulation regarding senior enlisted promotions which automatically promotes a SSG to SFC when he is nearing RCP and hasn't been promoted due to no fault of his own i.e. has always been Fully Qualified for promotion and retention?

Based on your previous thread where you mentioned 15.5 yrs AFS in mid SEP 2022, and guessing that you hit 16 yrs AFS in mid MAR 2023, you are looking at RCP with 20 yrs AFS in MAR 2027.
You have 46 mo and at least 3 more promotion lists to work out this problem, and if you are a highly valued AGR, when you are about 18 mo out from RCP, your AO and BDE CDR can submit an ETP to retain you for 12 mo past RCP for one more shot at the promotion list.
Worst case scenario, you start collecting a free check in 2027 while you start your second career and accrual of a second retirement.

FYSA, the only "no fault of the Soldier" in regards to promotion is when your record is straight but still somehow did not get boarded. That only gets you a Stand By Advisory Board (STAB) to get boarded and integrated into the list.
Once you are on the list, it's all about what number you come out, and how many they need that year.
The Army promotes 100% of the NCOs it needs to fill vacancies.
It's never has and never will be about promoting 100% of the NCOs that deserve promotion.
