If this story is straight and not missing any info then why would they do this? Or, what are we not being told?

I would bet that they attempted to contact him, but he left no forwarding address and let the property go fallow and unmaintained for several months. The property owner does bear some responsibility here.

MSG (Join to see) It sounds like the house must have been in a state of total disrepair if the city even has it on its' radar. If so, and the city filed the proper paperwork, it probably seemed that the house was abandoned, and what was done was most likely within the law. Obviously no one knew how to get in touch with the gentleman. This story might make you think twice about convalescing in Florida for several months after an operation.
