Is this MEMS badge authorized for wear as national guard (Not state guard) soldiers as well?

(Page 24 refers to AR 670-1 regarding this badge being recognized as a "state award")
I saw a soldier at drill wearing this badge and he says it is the "Military Emergency Management Specialist" and it's a course taught by the state's defense force or state guard. I looked into it and I want to share this with the rest of my platoon just because I know two of them are studying emergency management or criminal law at university. Is this something recognized across all the states to wear? Making sure before I let my soldiers get themselves extra bling, I am calling it the "online badge" so far.

It depends on the circumstances and guidelines of the state.
A MEMS badge is not an officially recognized federal badge, so you won't wear it for an official photograph, etc. Additionally, it's not an authorized badge badge by NGB, so there isn't a common authorization between the 54 different State National Guard units.
However, if you belong to a state that authorizes the wear by it's National Guard units (e.g., New York, etc.), then 'pin away'!

This badge is listed as a State Defense Force badge. I am finding nothing in the regulations (Both AR and NG Bureau) that authorizes the wear of State Defense awards/badges on US Military uniforms.

The MEMS Badge is a great recognition for emergency management skills, but its wear depends on your unit and state regulations. National Guard soldiers should check with their chain of command to see if it’s authorized for their uniform.
