Is TOS waiverable? If so, under what conditions and where can I find this?

Would like to explore potential reclass options or submit a MOS packet. I will hit 12 years before my TOS is up which in turn will make me ineligible for some options

You're over thinking this a lot.
Each MOS has its own requirements some with TIS requirements.
You can still reclass when you hit 12 years there are just additional requirements and it's processed differently.
You don't have to wait till you have one year TOS, your date of reclass, the class start date, must be after your one year TOS.
Also, you can remove the S1 tag, your Career Counselor is the sole authority for reclass.

Shows in/outs for the Army and can show you if the MOS has waivers, but If it doesn't show it should give you an email to contact and get information. Hope this helps and good luck

I love the enthusiasm, but no the IN/OUT Calls don't show that. Policy and waivers are covered in a separate message in DA Pam 601-280

SFC (Join to see) - My bad kind of typed it out lazily. True, IN/OUT calls don't show but the site can direct you MILPER messages like this one for 17C which has TOS, and if it can be waived for that MOS. I could also be reading his question wrong... haven't slept in 4ish day...
