Is transportation of a POV authorized from a home of record to a FDS after graduation from AIT?

If the duty station is overseas, then yes, the military will ship 1 vehicle to the closest vehicle processing center to the installation. If the duty station is located within the contiguous 48 states, then no, the individual is responsible for moving the vehicle themselves.
