Is wearing a flag patch on a backpack against regulations?

I'm interested to see what people think about the flag being displayed horizontally before football games. In my opinion and according to the rules, it should not be held that way.

I've been out awhile, but as I recollect the flag was strictly for Uniform wear only, backpacks were to be completely unadorned, at least when I was in the Middle East theater!
