Isn't there an award in Army National Guard for 3 years of honorable service?

Yes and just like the good conduct medal the ARCAM can be awarded to anyone who doesn't have bad paper in their file. As an active duty company commander I gave ARCAMs to several troops with prior reserve time who never got the award.

The good news is that this can be handled at the Company level. Your commander is the approval authority and your FTUS can IPERM it for you. I did it as a commander as well, much to the chagrin of my BN and BDE S1 shops. My 1SG received his 1st through 6th award of the ARCAM at our Company Dining Out that year. For whatever reason longevity, PCS, and retirement awards seem to get neglected in the Reserve Component.

Spent 12 years in the CaGuard after 10 in the real Army. Retired a SFC (2013). Didn't get my Master Wings I submitted for (I was Aviation), retirement ribbon or even a "good job button" or "pat on the back" from my unit (and I left in great standing). I'm sure you served honorably but the Guard system is broken and it all depends on your leadership and S1. Many soldiers of mine left while under my watch and I always ensured they received something going out the door.

Something like that. When you get 15 years you’ll get 3-5 state awards back dated.
