By "bleeders," do you mean leaders who blame others (higher, for example) for problems?

If so, I think the way to handle them is to tactfully let them know that we need to get on with accomplishing the mission. Maybe off-line (privately) remind the leader that blaming others for a problem or a hurdle does not help, and it definitely does not motivate others.

Yes..."Bleeders" are those who constantly require attention, often to the point of diverting time/resources away from the primary mission. They usually spend more time rationalizing blame than getting the job done.
