SFC Drake, good catch. I see this as a new "take" on qualitative retention boards. A different way to push substandard performers out. And maybe it's a fair way?

I would like to think so I think that they will find more than expected, somebody is thinking of creative ways to reduce the force, my only concern is not "gut" the force to quickly while ISIS and others are out there.

SFC Drake, I'm with you. I assume - as in the past - that the Army has a target number, and they will likely use this "tool" to help them get to that number. So hopefully they won't gut the force.
